If something is loud and/or unexpected enough to make the viewer jump a bit, it's possible that it could trigger people with PTSD related to loud noises, even if the noise doesn't come specifically from a gun or explosive device.

The whole film is sudden loud noises.
Especially the big explosion scene. when the bomb drops the film goes completely silent for almost a minute and then immediately after the shockwave happens extremely fast and its loud. I jumped out of my seat
Also theres a scene where Oppenheimer is in a crowded room and he has a panic attack while having visions and all of a sudden, someone grabs him and the audio comes back loud kinda like snapping back into reality

During the scene where the mentors and tributes tour the arena for the first time before the games there are several explosions as bombs go off. The noise is very loud and sudden. This happens not long after the mentors and tributes enter the arena, other tributes and mentors are shown talking then Snow and Lucy Gray are talking to each other which is when the bombs start to go off. There are also several gunshots throughout the film which are loud and some of them are very sudden though you always see a character holding a gun/picking up a gun before this happens so they are not completely sudden.

Adam and Lawrence are both electrocuted in the bathroom, it is a minor jumpscare but it is sudden. There is a sudden cut away to a car chase between Zep and Detective Tapp. The editing of the film in general is very fast paced so occasionally there are sudden loud noises (slamming, yelling, etc)
