Kind of.
Eli is a vampire who murders humans, so that already gives enough pause for some people to say 'yes'.
And if you believe this is a romantic story, then that's where the possibilty ends.
But if you're interested in the deeper aspect, the replacement of her caretaker that ages out of being able to reliably find her victims to feed on, there is another predatory aspect of a 200+ year old woman (we do see her 'real' aged skin for a moment in the film) continually seeking out twelve year old boys to romance into submission so they'll obediently murder for her until they're too old to do so.
I do want to note that her transgender identity is not at the forefront of this at all. Most people don't realize she's trans even after the scene where we see her genitalia. To me, I thought it was just weird vampire lore before someone else mentioned it in a review. Now it makes sense why she kept hinting at not being 'girl' enough to be his girlfriend— I originally thought she was implying that she's too much of a monster to classify as a human girl. Anyways. I'll stop rambling. It's up to you to decide. As a trans person, I don't think she's innately predatory in this because it's understated and her vampirism is what drives her reliance on homicidal servants that could last the average male lifespan.

This is not only a reference to her being a vampire, but to the fact that, in the book, Eli is actually a boy who was castrated at the same time that he was turned into a vampire. This is briefly referenced in a scene (at around 1h 30 mins) where Eli's scarred genitalia is shown.
Late in production, it was decided that Lina Leandersson's voice would be replaced by a darker voice, because the character of Eli was supposed to be an androgynous boy who had been castrated, and Leandersson's voice was considered too delicate and feminine to depict that.
