Spoilers:
The main character Hoyt is manipulated into becoming a dirty cop. He is then gaslighted and threatened by Alonzo when Hoyt doesn’t want to accept the cover story for the murder and robbery done by the police. Alonzo gaslights Hoyt by convincing him Hoyt has “the eye” or something special not every police officer has. He basically tells Hoyt that if he wants to become promoted to detective and get the “bad guys off the street” he has be a dirty cop. “Be a wolf, not a sheep.” When Hoyt confronts Alonzo, Alonzo tells him several times that he “passed the test.”

The film itself is pretty anti-police but there are definitely copaganda scenes and themes.
I personally took the film as a look at the deep-seeded corruption in the justice system but it centres around a "good cop" who just "does bad things"
