Satoshi, Pikachu and his friends try and stop a pair of thieves hiding out in the canals and alleyways of Altomare, the age-old water capital. Joining the adventure are two new legendary Pokémon, a pair of siblings named Latias and Latios, who serve as peacekeepers and protectors of the Soul Dew - a priceless treasure with a mysterious power.

Children are thrown around as is traditional in Pokemon movies and others with kid protagonists, getting tossed and scuffed up, but there isn't any bad parenting etc.
Several times unnecessary force is used outside of Pokemon Battle, such as using psychic on people (causing them to scream and collapse to the ground.) For most of the movie's second half, Latios is being tortured by either nets or a huge orb that is painful for him.
After Latios dies, the characters do leave the town happy after seeing his ghost, his father's ghost, and Latias playing together. However, the fact that Latios dying may have you crying and the last couple minutes aren't enough of a pick-me-up to leave you anything brighter than melancholy. In my opinion, at least.
Since this category includes things that are important to kids: The Soul Dew is destroyed, which is important to Latias and Bianca since it holds the soul of the father Latios. This is devastating.
Latias is being spied on by the bad guys in this movie, who use mobile cameras. They also physically chase her. Lastias guides Ash around by running off and intentionally waiting for him. Ash sees Bianca and mistakes her for Latias, so he chases her without Bianca understanding what's going on. She's mad, but this is resolved within 10 minutes and we the audience know Ash isn't malicious.
Several times characters fall (ie, Latias playfully drops Ash and Latios catches him) but nobody dies of fall damage. There's another scene where Team Rocket is chasing people on a roof, they fall but also are fine.
In a way? Latias and Latios can look through each others eyes, as well as use this power to show their friends what's going on. Their eyes go one blank shade of blue, but everyone is in control of their bodies.
Team Rocket are technically just as on the run as in every other movie, however, they do not make usual jokes about being broke etc. They're very background in this movie.
It's stated that the parent of Latias and Latios died before the film, protecting the city. Also that this makes them orphans. No additional parents die on screen. A sibling dies on screen, however.
In the end, Latios and his father are shown flying in the sky (ghostly) with Latias. As Latios dies he takes on a ghostly form to hold his sister's hand. There are two Pokemon brought back from the dead, but they go from being fossils to being solid beings (with their only visual difference being having no pupils) back to being fossils.
In the end credits the main antagonists are arrested and put in jail, but there's no dialogue either way to show that their rights were impeded. Cops yes, copaganda no.
The entire city almost gets hit by a tsunami. Ash gets thrown into the water at one point and has to be saved by Latias. There is a scene where the villain creates a big wall of water and tries to drown Ash and Pikachu, and both are shown struggling for breath. There were two evil Pokemon that drowned before the story, mentioned by the tour guide.
