You could argue this whole movie is a spectacle of real brutalized women, the real life victims and their families. But since it's based on real events, it's up to your discretion.
I mean, you could say so, as the police brought Ted to justice and are shown to be good people. In this case it feels more justified as it's a movie about Ted Bundy getting what he deserved, not about the police.
