There is a plot line involving rescuing a timid baby tiger from the circus. The circus master is a major villain and is seen whipping, yelling at, and threatening the animals into performing. The tiger is saved and the villain defeated, although the wolves, which are also abused, do not receive the same sympathy.

Not to cause pain really, but the main character (dog) frequently scratches himself behind the ears from anxiety and is given a cone to prevent this

I wouldn't say there's a full blown attack, but the main character overcoming his anxiety is a storyline, so he is frequently very anxious at the beginning.

The villain is an antisemitic caricature ripped right out of 1940s propaganda. His most prominent feature is a big and pointed/hooked nose, often seen from behind a fur coat trim as he cackles, and he is portrayed as a bloodthirsty and cruel animal abuser with a Slavic accent. It's stunningly offensive.

Part of the animal abuse is forcing the tiger to jump from a high diving board into a pool of water, where you see it struggle for a second until the doors are closed, but it does not drown.

The villain displays a revolver, takes the safety off and prepares it on-screen, and (with some nasty lines about killing them) points it at the white tiger the main characters are protecting. He is interrupted before he can shoot.
