Unfortunately, though we do see character development.
Many people treat one character especially as a villain, whenever his behaviors are simply performed out of desperation, and in the end he intends to help the main character, so he's more of an anti-hero.
His behavior is wrong, but it should be noted that he is often mischaracterized and deserves to be observed critically. The same can be said for other characters in the series, as well.
