A barren soundstage is stylishly utilized to create a minimalist small-town setting in which a mysterious woman named Grace hides from the criminals who pursue her. The town is two-faced and offers to harbor Grace as long as she can make it worth their effort, so Grace works hard under the employ of various townspeople to win their favor. Tensions flare, however, and Grace's status as a helpless outsider provokes vicious contempt and abuse from the citizens of Dogville.

A boy has a crush on an adult woman and harasses her. At the beginning of chapter 6, he blackmails her into spanking him. The situation is clearly sexual to him, but the adult is uncomfortable and not getting anything sexual out of it herself. The movie also does not sexualize the scene; the audience is meant to find it disturbing. It is also revealed that the children of the town are aware of an adult being sexually assaulted and find it funny
SPOILERS: Although the protagonist comes to the town willingly, midway through the movie, she tries to leave. She is returned to the town and restrained there
