When her great aunt dies, famed horror hostess Elvira heads for the uptight new England town of Falwell to claim her inheritance of a haunted house, a witch's cookbook and a punk rock poodle. But once the stuffy locals get an eyeful of the scream queen's ample assets, all hell busts out & breaks loose.

I'd argue yes. There's a teenager with a very strict mum. I also recall teenagers/kids getting dragged by their ears at some point. My memories is a little foggy though.
Elvira kind of uses her charms to get a group of young boys to do chores for her but in her defense it’s implied that she’s not sincere with her flirting and just wanted to get the house fixed by any means necessary
Town shows distaste for Elvira and believe she doesn't belong there due to her outward appearance going against their Christian values. They are also against witches and witchcraft and do everything to get her out.
