More of a maybe? They weren't pushing an explicit pro-cop agenda. One of the main recurring characters is the captain of the city guard, the local law enforcement. However the guard gets a bit overshadowed by the government agents employed by the governor that are portrayed in a more sinister fashion. Near the end of the show however the guard assists the heroes in the final battle while the agents flee.
