It’s not a joke I don’t think. The role is traditionally played by a drag queen, and while John Travolta is not a drag queen the movie doesn’t regard him as a “man in a dress”, they regard the character as a woman. She’s a woman in the movie, not a “man in a dress”, and I feel like the movie doesn’t mock this in any way. People could precive this as a joke but I don’t think the movie treats it that way.
